Who’s state is the most corrupt?

Now THERE is a contest I would not want to win. Best environmental quality, most happy, sure, but most corrupt? No thanks. Unfortunately, in my former home state of Louisiana, well, government shenanigans are still a way of life. Sigh. Well, at least I didn’t grow up in Illinois or New York.
