How do you block unemployment benefits for one million people?

Ask Senator Jim Bunning of Kentucky. I understand his rationale, which is concern that the bill be properly financed, but couldn’t he work with the committee to possibly find some area of the budget that could finance unemployment and COBRA benefits for all of those people? Hmmm.
